Located in Lancaster County, South Carolina just 40 minutes south of Charlotte, NC, and just an hour north of Columbia, SC, the Town of Heath Springs has been in existence for more than 200 years.  With a population of just under 500 residents, we pride ourselves on maintaining the hospitality of a small Southern town while striving to improve the future for all of our residents.

In the early 1800s, the Hanging Rock Mineral Spring became well-known for its “healing, bubbling springs” and in the 1850s, the Hanging Rock Mineral Springs Inn began attracting people from many areas seeking the healthful mineral spring waters. Though Sherman’s soldiers destroyed the inn, the area around the spring, known as the Heath Spring after its new owner, had begun to grow, and eventually a post office originally called the Heath Spring Post Office was established. Later a business firm from Lancaster opened in the area—the Heath, Springs and Company, and in 1890, the town of Heath Springs was incorporated, and the post office soon changed its name to Heath Springs Post Office.

The Town of Heath Springs has a total population of 987 and was first incorporated in 1890.  The Town is governed by a Mayor-Council form of government.  Most functions of Town government are administered at Heath Springs Town Hall which is located at 103 Duncan Street.

The Town Council consists of 5 members elected at large and includes the Mayor who oversees all meetings.  Elections are held the second Tuesday of July and are non-partisan.  



Regular Council meetings are held the 3rd Tuesday of each month at 7:00 p.m.  The public is encouraged and welcome to attend.

The day-to-day operations of the Town of Heath Springs are managed by the Town Clerk and supervised by the Town Administrator.  Main offices for the Town of Heath Springs are located just off Main Street at 103 Duncan Street.  The Town phone number is 803-273-2066  Departments, programs, and services of the Town include:

  • Town Clerk
    The Town Clerk serves as clerk to the Town Council, serves as the main office manager for the Town, and handles all accounts payable/receivables, human resources and serves as the collections department for the Town including billing and collections for water, sewer, and business license fees.
  • Law Enforcement
    The Town of Heath Springs receives police protection from the Lancaster County Sheriff's Office. 
  • Fire Department
    The Town of Heath Springs receives fire protection from the Heath Springs Volunteer Fire Department which is located adjacent to Town Hall at 103 Duncan Street.  The department has 12 volunteers.  The Lancaster County Fire Service provides oversight of all County volunteer departments and provides funding assistance for new equipment and training.
  • Emergency Medical Services (EMS) Lancaster County EMS operates a station in Heath Springs at 309 Hart Street and provides emergency medical assistance to Town of Heath Springs residents.
  • Water & Wastewater
    The Town of Heath Springs owns and operates water and wastewater facilities.  The Town handles all billing for these services and has contractual agreements to oversee the maintenance and operation of these facilities.  Residential and commercial customers can receive service and pay bills at the Ann S. Taylor Municipal Building located at 103 Duncan Street. Bills are generated and mailed the final week of each month. Payment is due by the 12th with a late fee (10% of billed amount) assessed on the 13th. If the 12th falls on a weekend or holiday, payment will be accepted the next business day without penalty. Cut off is on the 20th of each month. If the 20th falls on a weekend or holiday, cut off will resume on the next business day
  • Maintenance Department
    Maintains Town facilities and assists in the welfare of town related issues.  
  • Sanitation Department
    Provides garbage pickup for residents each week on Tuesdays. Residents should check their monthly water bill for important updates to any route changes.  Route changes normally occur if there is a threat of severe or inclement weather or the Christmas Holiday.  We will do our best to notify residents of any last minute changes via our Facebook page and the Town website.

  • Leaf and Limb Service - Contracted The Town has leaf and limb pickup on the 2nd and 4th week of each month. There is no designated day at this time but preparing on Saturday for the week's pick up would be a safe call at this time.  


  • Parks & Recreation
    Parks and recreation programs and services are contracted through the Lancaster County Parks & Recreation Department.  The Town of Heath Springs owns and maintains several parks in the community.
  • Economic Development
    Recruitment of new business and industry and programs and services for existing industry are provided to the Town through a partnership with the Lancaster County Department of Economic Development Department (LCDED).

The top event sponsored by the Town each year is the annual 4th of July Parade & Celebration on Main Street.  The event attracts dozens of vendors and hundreds of visitors each year.

The 2nd Annual Heath Springs Health & Wellness Fair is scheduled for June 12 - 13, 2020.  

The Town of Heath Springs  operates several parks within the Town limits for the recreation and enjoyment of its residents.

  • Heath Springs Picnic and Walking Track, 5384 Kershaw Camden Hwy, . 5 acres. Facilities: Picnic shelter, lighted 1/5 mile asphalt walking track, historical site with boardwalk, and nature areas. Call 803-273-2066 for picnic shelter reservations.
  • Heath Springs Ballfields, 107 S. College Street. 4 acres. Facilities: One lighted adult softball field and one unlighted youth baseball field.
  • LT Reeves Basketball Court, 100 Reeves Street. 1 acre. Facilities: One unlighted basketball court.
  • Heath Springs Town Park, 102 Duncan Street. 2 acres. Facilities: Two lighted tennis courts, playground, and picnic area.
  • Heath Springs Soccer and Ballfield, 162 Solar Road. 3 acres. Facilities: One multi-purpose field supports one unlighted soccer and one unlighted youth ball field. 

  • Heath Springs Train Depot  Located at 101 Duncan St. Spacious with an upper and lower level, refrigerator, men and women's restrooms, 10 6 ft rectangular tables and 50 cushioned chairs. Rental is for the entire day for $200 with a $100 refund eligibility.  Contact the Town Clerk to book your event today!

In 2008, the Town joined forces with Lancaster County Government to build a new certified Class A industrial park within the Town limits.  

The 67-acre park has access to the L&C Railroad and has more than 40 available acres.  

Rico Tag became the first tenant in the park in 2009, building a 150,00 sf facility that employs more than 200.

Heath springs health & wellness fair


The second annual Heath Springs Health Fair will be on June 12th and June 13th, with the kickoff being on June 12th.  We will be focusing this year on Men's Health.     

The Activities Committee is hard at work, making plans for the Health Fair.  We are wanting this year's Health Fair to be bigger and better than it has ever been.  Vendors and sponsors are currently needed.  Please call Town Hall if you are interested.

"Skye" is the Town of Heath Springs' newest K-9 resident! She comes to us as a public art project "Paws on Parade" from the Lancaster County Council of the Arts. The project offers the opportunity for greater tourism, destination marketing and positive publicity for the project and their sponsors. We hope Skye will bring vibrancy, foot traffic and joy to onlookers in the community!


Business License - The Town of Heath Springs requires for every person engaged or intending to engage in any calling, business, occupation or profession, in whole or in part, within the limits of the Town, to be required to pay a license tax for the privilege of doing business and obtain a business license. The license runs May 1 - April 30 each year.  Contact the Town Clerk for additional information.
